Are Institutions Cutting Back Their Holdings in TC PipeLines, LP (NYSE:TCP)?

According to the latest company filings with the SEC, institutions owning shares of TC PipeLines, LP (NYSE:TCP) have decreased their positions by -3.57%.  Institutions now own 65.40% of the company.
